Exotic duck in NY park to be left in peace![]() (UPI) Parks and wildlife officials in New York said an exotic Mandarin duck in Central Park will be left alone to live its life in the park. City park rangers initially said the duck, first spotted in late October, would be captured for its own safety, but Urban Park Ranger John McCoy said a few days of observation have led officials to believe the duck is comfortable living in Central Park.
"The animal, from what we've seen and heard, is healthy. It's able to fly, it's able to feed, and it seems to be social with the other water fowl in the park," he told Gothamist. "So, there's no risk of anything bad or negative happening, and the animal itself isn't hurt, from what we can see. So right now we're going to leave [it] alone." The bird quickly drew attention after initial sightings due to its unusual coloration and the rarity of spotting Mandarin ducks in North America. McCoy said officials still aren't sure of where the duck came from. "A lot of people dump animals in the park, which is unfortunate... For example, red-eared sliders, they're not a native species of turtle, but they're a common house pet, and people will just put them in the park when they don't want them anymore," McCoy said. "And that's a bad thing." "So we're guessing the same thing happened with this bird," he said. Rangers said the duck has a band on its leg, but no one has come forward claiming to be the animal's owner. Ducks are not legal to keep as pets in the state. McCoy said officials will likely go back to their capture plans if the duck shows any signs of injury or illness. "We don't go around removing all the [red-eared] sliders from the park. However, if we find one that's injured or wounded we're gonna find a home for it, we're gonna bring it to one of our partners, [and] find a place where it can live the rest of its life," he said. Fighting Opioid Abuse
A new law that requires opioids to be prescribed electronically will bring consistency in the way prescriptions are filled and will also prevent the fraudulent use of prescription pads to fuel the opioid crisis. At one time, written prescriptions were the safest form of prescribing opioids, which state law required. Since that time and the rise of the opioid epidemic, providers’ prescription pads have been stolen, leading to fraudulent use and driving fake prescriptions for the addictive drug. Act 96 of 2018 (formerly House Bill 353) will make it more difficult to have fake prescriptions filled, while also making it more convenient for patients who have a legitimate need for the medication. Currently, most all medications are prescribed electronically. Another benefit of e-prescribing is that the tracking of the prescription can go directly to the state’s prescription drug monitoring database to help ensure only those who have a legitimate medical need for these prescriptions can access them. The Bangor, Easton and Nazareth Area school districts have each received a $25,000 School Safety and Security Grant, which is part of the 2018-19 state budget. The program, for which individual schools needed to apply, provides grants to school districts, intermediate units, area vocational-technical schools, charter schools and private residential rehabilitative institutions for a wide variety of projects to improve school safety. Grants for institutions other than public schools will be announced at later date. Eligible uses for the grants include hiring school security officers, purchasing security-related technology, completing safety and security assessments, implementing violence prevention curricula, offering counseling services for students, and creating other programs to protect students. Assistance for Grandparents Raising Grandchildren Two new laws signed by the governor will assist grandparents raising their grandchildren and help them better access both private and public resources. House Bill 2133, now Act 89 of 2018, will establish the Kinship Caregiver Navigator Program, an informational resource for these grandparents that will operate both as a website and a toll-free hotline. The website will offer information on support and services available, and a specially trained navigator through the hotline will be able to provide support and guidance to kinship caregivers, and serve as a mediator to establish relationships between kinship caregivers and relevant federal, state and local agency staff. The cost to state taxpayers will be greatly reduced, as the Commonwealth just received $479,307 from the U.S. Department of Health and Human Services’ Administration for Children and Families to develop the program. Another measure to help grandchildren, House Bill 1539, now Act 88 of 2018, will allow grandparents to have temporary guardianship when the parents of the grandchildren are unable to care for them primarily due to substance abuse issues. An estimated 82,000 grandparents are the sole caregivers for the nearly 89,000 grandchildren in Pennsylvania. Entertainment This Week

THIS DAY IN HISTORY - November 6U.N. condemns apartheid 1962 On this day in 1962, the United Nations General Assembly adopts a resolution condemning South Africa’s racist apartheid policies and calling on all its members to end economic and military relations with the country. In effect from 1948 to 1993, apartheid, which comes from the Afrikaans word for “apartness,” was government-sanctioned racial segregation and political and economic discrimination against South Africa’s non-white majority. Among many injustices, blacks were forced to live in segregated areas and couldn’t enter whites-only neighborhoods unless they had a special pass. The Pennsylvania Wildlife Action Plan identifies 7 bat species of greatest conservation need. Bat surveys were conducted during the summer of 2018 using stationary remote acoustic recording devices at 5 natural areas along the Kittatinny Ridge (including Jacobsburg EE Center). A permanent publicly accessible remote acoustic bat kiosk has just been established at Hawk Mountain. Bat survey data for summer 2018 will be presented. Future surveys are also planned for 2019 to contribute to Pennsylvania bat conservation. Registration is required. PAC Holiday Store
The Pocono Arts Council will host its annual Holiday Store in the ARTSPACE Gallery at 18 N. 7th St., Stroudsburg. The popular art gift shop will be open throughout the holiday season, beginning Friday, November 23, 2018 through Friday, January 4, 2019. The store will be open Tuesday through Friday from 10 am to 4 pm. November 24

New Approach presents "The Finale" A Celebration of Life for Jean Pinto, on Saturday, November 24 at 2:00 pm in Wind Gap Middle School. Join them as they pay tribute to the founder of New Approach. Toys for Tots Toy Drive The holidays are just around the corner and that means it's time for the Annual Toys for Tots Toy Drive Event hosted by Portland Lodge No. 311 F&AM. Wind Gap Holiday Celebration Wind Gap Holiday Celebration will be held Sunday, November 25, 2018 at 2 PM – 4 PM, at Wind Gap Fire Company Station 35 147 N Broadway, Wind Gap, Pennsylvania 18091 Holiday celebration to bring together the Wind Gap community with free food, snacks, and drinks. Santa will be there 2:00pm- 4:00pm Joe Uliana Sr. Benefit A benefit for Joe Uliana Sr.will be held Sunday, November 25, 2018 at 12 PM – 9 PM If you know him, he’s had many medical issues throughout the past 10 years, and in September of 2018, he was diagnosed with stage 3 liver cancer. They are hosting a benefit to provide costs for living outside of the hospital. His benefit will be hosted at East Bangor Fire Hall, and there will be bands, tricky trays, a DJ, door prizes, and more. Tickets to get in are $20, and they are able to be bought in advance. “Fantastic Mr. Fox,” by Wes Andersen November 28 at 7 pm at Frank Banko Alehouse Cinemas, 101 Founders Way, Bethlehem. Wes Anderson's Fantastic Mr. Fox is a tale of crossing the line of family responsibilities, late night adventures, the friendships and awakenings of this country life that is inhabited by Fantastic Mr. Fox and his friends. Annual Winter Chorus Concert
On November 30 in Lipkin Theatre, Kopecek Hall, NCC Bethlehem Campus at 7 pm, sit back and be transported into a holiday wonderland as the chorus sings all your seasonal favorites. Breakfast with Santa
Here comes Santa Claus on December 1, right down to Pocono Hall on the Monroe Campus of NCC. Join us for a fun-filled holiday breakfast, and enjoy a variety of activities sponsored by the NCC Monroe student clubs. Room 108, Pocono Hall, Monroe Campus 9 a.m. – noon. Holiday Bazaar A Holiday Bazaar will be held December 1 in the Wind Gap Middle School Gymnasium vendor will be selected on a first-come, first-served fashion. No two vendors of the same business will be permitted without prior approval in an effort to avoid duplication. Electric is NOT guaranteed. Vendors may only take up one table, unless they have purchase more space. Table space is available at a cost of $20.00 per table. Doors to the public will be open from 9:00 am to 1:00 pm. A completed registration form must be submitted to Spring Shank at shank.spring@penargylsd.org or mail to 501 W. Laurel Avenue, Pen Argyl, PA 18072. Checks should be made payable to Families First. An email confirmation will be sent when registration and payment are received. Craft and Vendor Bazaar Craft and vendor bazaar Saturday, Dec. 1st 10-4 @ Hope Church Wind Gap. There will be a tricky tray to benefit Awesome animal shelter. Food and drinks will be available. Santa will be stopping by! Pancakes with Santa The Friends of the Bangor Public Library will hold their Annual “Breakfast Pancake with Santa”. The event will be held on Saturday, December 1st, from 9AM-12PM at the Bee Hive, 197 Pennsylvania Ave. Bangor, PA. There will be a visit with Santa and Mrs. Claus, in addition to Crafts, Photos, and Door Prizes. All attendees, Children and Adults will receive a “free” Christmas book from Santa. Tickets will be available at the door. $5.00 for Adults, $3.00 for children 2-10 years, and Children under 1 are free. Children must be accompanied by an Adult. SBAAC Pet Photos with Santa Bring your pet for a private session with Santa on Saturday, December 1 at Prince of Peace Lutheran Church. Everyone will have an opportunity to have their picture taken with Santa! Seating is limited so make your reservations now. Last year we were at maximum capacity and couldn't admit any more. Children under 12 are free, all others are $5. No refunds will be issued for cancellations made within 2 weeks of the event or for no-shows as your reservations are for your seats and means that someone else was unable to attend. Winter Wildlife Watch On Saturday, December 8 at 10:00 AM-3:00 PM, spend some of your Saturday watching wildlife at Jacobsburg! Our educators will have activities available at the visitor center including a morning bird walk, bird feeder making, indoor wildlife viewing area, and an afternoon hike to find traces of animals along the trails. Family Night: Mysterious Mammals will be held Friday, December 14 at 6:30-7:30 PM at acobsburg. Get hands-on with some furs and skulls while learning about the mammals of Pennsylvania.
