Scavello Littering Law Approved

Picture
Harrisburg – Legislation sponsored by Senator Mario Scavello (R-40) to reduce littering across Pennsylvania by requiring offenders to pick up trash received final legislative approval and will be sent to the Governor for enactment.
“When you look at all of the trash along our roads, it’s clear that fines alone are not enough to deter this crime,” said Scavello. “Littering is like graffiti and other acts of vandalism – when people engage in it without fear of punishment, it sends the message that no one cares and leads to more litter. It’s time to show we really care.”
Senate Bill 431 requires that for a first offense of scattering rubbish, a person is required to pick up litter or illegally dumped trash for between five and 30 hours within six months, in addition to the existing fine of $50 to $300. For a second or subsequent offense, the offender may also be required to pick up litter or illegally dumped trash for 30 to 100 hours over one year, in addition to the existing fine of $300 to $1,000.
Furthermore, existing fines are doubled when committed in a litter enforcement corridor and tripled for litter that originated from a commercial business within a litter enforcement corridor.
To ensure safety when litter is being picked up, Senate Bill 431 requires that a vehicle must yield the right-of-way to any authorized vehicle or pedestrian engaged in work upon a highway within a litter enforcement corridor.
“We are grateful for Senator Scavello’s leadership and for the entire legislature’s willingness to work together to strengthen Pennsylvania’s litter and illegal dumping laws,” said Keep Pennsylvania Beautiful President Shannon Reiter. “The bipartisan and unanimous support for this bill underscores our shared commitment to keeping Pennsylvania beautiful.”
"The Pocono Mountains Visitors Bureau wholeheartedly supports SB 431 and is grateful for the Senator's leadership,” said PMVB President/CEO Christopher Barrett. “This new law will add a very important arrow in the quiver of our ‘Pick up the Poconos’ anti-litter initiative.”
“I’ve been working for years to put some teeth in laws designed to combat littering. This crime is bad for civic pride and bad for the environment. I am grateful to my legislative colleagues for passing this legislation unanimously, and I look forward to a cleaner, healthier landscape that we can all be proud of,” said Scavello.

When to see a Dr. about Headaches

Picture
If you're not getting satisfactory relief from over-the-counter medications and lifestyle changes, or if you're taking over-the-counter medications more than 10 to 15 times per month, talk to your primary care physician about your headaches.
"The evaluation of headaches usually starts with the primary care doctor, who assesses whether a patient has a common headache or something more serious," says Santiago Mazuera Mejia, MD, a neurologist at the Sandra and Malcolm Berman Brain & Spine Institute at LifeBridge Health in Baltimore, Maryland. "Primary care doctors often continue to see people with infrequent migraines. However, if at some point, there is a need for more complex treatments, patients usually go to neurologists and headache specialists who have additional training in preventive and acute treatments as well as nonmedical treatments."
It's important to get evaluated by a doctor because taking over-the-counter medications too frequently can sometimes lead to serious side effects (like liver problems) or actually make you get headaches more often.
It's helpful to keep a diary if you experience migraines because you may discover your triggers, which can inform which type of treatment is best for you. Write down what time your migraines occur, how long they last, how you slept the night before, what you ate/drank that day and when, how you felt emotionally that day, etc. Then bring that information to your doctor.
And ask your family members about the specific symptoms above to see if any of them have ever experienced migraines, since researchers believe there may be a genetic cause. Your doctor will want to know that, too. Remember, it's possible that your relatives have had migraines but just never knew what they were called. Many migraines, unfortunately, go undiagnosed and untreated. The good news is there are lots of migraine treatment options that may help you find major relief.
If you have any of the following headache symptoms, be sure to go to the emergency room immediately, because these may be signs of a more serious medical problem: A headache that occurs after a head injury, especially one that becomes increasingly severe; a headache that gets worse when you cough, strain or exert yourself or a sudden, severe headache that feels lke a thunderclap.

Gender Differences in Depression - Suicide

Picture
Men are more likely to commit suicide.
Because depression symptoms in men can go longer without being diagnosed or treated, the condition might develop into a more devastating mental health problem.
Men suffering from depression are also more likely to be successful than women when they attempt suicide.

Message in a bottle travels
from England to Canada

Picture
(UPI) --  A girl who tossed a message in a bottle into the water at an English beach received a reply saying the message traveled 2,915 miles to Canada.Alexa Smith was visiting Cooden Beach in October 2016 with her mother, sister and three brothers when they tossed messages in bottles into the water with their contact information.
Smith, now 12, received a reply last week in the form of a letter postmarked from Canada.  The letter's author said she found the bottle in Halifax, Nova Scotia, about 2,915 miles from Cooden Beach.  It's incredible. We never expected anything like this," Smith's mother, Roxanne, told the Bexhill-On-Sea Observer.  "This lady in Canada had written back, and it had Alexa's original message in the envelope," the mother said. "She wrote this lovely letter saying, 'I hope you have half as much adventure as this message did.'"
Roxanne said the woman did not include her own contact information so the family could thank her.  "Sadly she didn't include a return address, I think it was just a lady wanting to do a nice thing for a young kid," she said. "Alexa loves it. It's her prized possession now."
The mother said the message in a bottle thrown out to sea by her sons was previously found at a nearby Bexhill beach shortly after it was tossed. She said two more messages in bottles remain unaccounted for.  "Maybe we'll get another message in a few more years," Roxanne said.

THIS DAY IN HISTORY - June 26

U.S. begins Berlin Airlift  1948

On this day in 1948, U.S. and British pilots begin delivering food and supplies by airplane to Berlin after the city is isolated by a Soviet Union blockade.
When World War II ended in 1945, defeated Germany was divided into Soviet, American, British and French zones of occupation. The city of Berlin, though located within the Soviet zone of occupation, was also split into four sectors, with the Allies taking the western part of the city and the Soviets the eastern. In June 1948, Josef Stalin’s government attempted to consolidate control of the city by cutting off all land and sea routes to West Berlin in order to pressure the Allies to evacuate. As a result, beginning on June 24 the western section of Berlin and its 2 million people were deprived of food, heating fuel and other crucial supplies.
Though some in U.S. President Harry S. Truman’s administration called for a direct military response to this aggressive Soviet move, Truman worried such a response would trigger another world war. Instead, he authorized a massive airlift operation under the control of General Lucius D. Clay, the American-appointed military governor of Germany. The first planes took off from England and western Germany on June 26, loaded with food, clothing, water, medicine and fuel.
