Winds, west northwest at 15 to 30 mph with gusts of 40 to 50 mph are likely. The strong wind gusts may bring down tree limbs and utility lines. Scattered power outages are possible. The strong winds may make driving difficult especially for those operating a large vehicle. Drought Warning In Effect Northampton, Carbon, Lehigh and Monroe counties are now under a drought warning. Residents and businesses, particularly in central and eastern counties, should use water wisely and follow simple water conservation tips to ease the demand for water. Citizens are encouraged to voluntarily reduce their water use by 10-15 percent.
Data from the Commonwealth drought monitoring network shows dry conditions persisting in the middle of the state and lack of precipitation in the eastern part of the state have deepened precipitation deficits, resulting in extremely low stream flow and groundwater levels, particularly in the Lehigh Valley and surrounding areas in the Delaware River Basin. The Department of Environmental Protection encourages all citizens to take these steps to reduce their water use:

Can a beautiful small town like Portland have any more history? Well 13-year-old Adaline Van Althius did just that. “Addy” to her friends is a cadet in Girl Scout in Troop 8240. Nov 19th she unveiled a beautiful handmade Cedar wood plaque edged in gold on a hand-smithed hook with matching interchangeable seasonal wreaths that she donated to Portland Hook & Ladder Fire Co. as her Silver Star Project. Each wreath has a matching smaller cedar plaque which she plans on swapping out every season, she’s already planning on buying live wreaths for the Christmas season. She is the first member of Troop 8240 to ever complete her Silver Star Project. She is the daughter of Donna Van Althius & Terry Lockwitch, a fire fighter with the Portland Fire Company. They reside in Mt. Bethel. She is an 8th grade at Bangor Middle school. She said, “I don’t believe fire fighters get enough credit for everything they do.” Which is why she decided to make a dedication plaque for all fallen fire fighters as her project. She began black-smithing over a year ago and used her skills to cast the iron that the plaque is held on. The fall wreaths were hand decorated by her and her friend Brianna Ratzman. The cedar wood was donated by her Uncle Anthony St. Luce, it is actually pieced together, not that you can tell by her amazing handy work. The lettering on the cedar plaque was done by Scribbles and Drips. A metal plaque rests below her beautiful piece donated by the fire company itself in her honor. She also spruced up an existing plaque that was donated years ago with new gold lettering. The leaders of the Troop are Tara Carson and Tamara Utess. To earn the silver star a scout must submit her project idea to her local council. Upon approval she has to spend at least 55 hours working on it and only has 8 weeks to finish the project. According to her, she spent close to 70 hours working on the project. On top of the strict deadlines she faced, she has a migraine condition that she didn’t let hold her back in her endeavor. When asked by Senator Mario Scavello what she plans for her gold star project, since she has set the bar so high, she just laughed and said she has no idea at this point. She does however have every intention of getting early approval so she can have plenty of time to complete it. ![]() Adaline Van Althius (center) dedicated her Silver Star Project to firemen from the Portland Hook And Ladder Company during a ceremony Saturday. NDGP Denies Knights Titleby Larry Cory
Pen Argyl seemed that they were always just a play short of gathering the momentum to beat Notre Dame of Green Pond for the second time this year in a game played Saturday BASD Stadium. After all, the Knights had laid a convincing 35-14 win on the Crusaders earlier this year and it appeared as though it wasn’t if, but when that play would come. With the District XI AAA championship on the line the Knights had plenty of incentive. After the opening kickoff, the Crusaders started in Knights’ territory at the 46 which didn’t bode well. But consecutive sacks by Tanner Barr and Dawson Hughes and a penalty gave Notre Dame a third-and-forever forcing a punt which looked good for the Knights, but was only a preview of what was to come. For much of the first half the teams traded punts. On one occasion Austin Heisler’s 13-yard run gave Pen Argyl a first down and hope that the Knights' vaunted running game was about to emerge. But it was not to be. Midway through the second quarter, it was the Crusaders that broke through. Notre Dame’s Cole DeFranco completed passes of 10,11 and 22 yards in a drive that carried to the Knights’ seven. Mitch Daniel soon scored on a short run for a 7-0 lead with 6:17 to play in the first half. Later, Pen Argyl’s Christian Scott intercepted a DeFranco pass giving Pen Argyl life at the Crusaders’ 33. A few plays later, Logan Sterner took a pitchout from Logan Ruppert for a gain to the 14 and a first down. However, Notre Dame returned the favor picking off a pass in the end zone intended for Joey DePaolo that could have tied the game. Still, the Knights’ went into halftime only trailing 7-0 and knowing that one score ties the game. Daniel, however, ran 61 yards early in the third quarter putting the Crusaders up 14-0. Down two scores, the Knights’ got one back when they drove 80 yards with short runs and a 36-yard touchdown pass from Ruppert to Nick Guerro, cutting the lead to 14-7. Moments later, however, a 76-yard touchdown pass from DeFranco to Jon Moran put Notre Dame in control and on their way to a 28-7 win and the District Championship. ![]() Pen Argyl's Tanner Barr sacks NDGP quarterback Cole DeFranco with some help from Dawson Hughes (53) during the Knights' 28-7 loss to the Crusaders for the District XI AAA title. Liquor Reform Bill Enacted House Bill 1196 has been signed into law as Act 166 of 2016. This legislation reforms Pennsylvania’s outdated system of selling beer, wine and spirits by allowing distributors to sell beer in singles, six-packs and growlers.
It also permits direct shipment of beer by out-of-state retailers to consumers, with a limit of up to 192 ounces (a 12-pack) of beer to be delivered to a consumer per month. ![]() The band 12-24 performed Saturday night at the M. Tax Credits for PA’s First Responders - To help retain first responders and to encourage more individuals to volunteer, legislation authorizing local municipalities to enact earned income and property tax liability tax credits for active volunteers of a fire company or emergency medical service (EMS) company is now on the governor’s desk for consideration.
House Bill 1683 would grant municipalities the authority to offer active volunteers a tax credit of up to 20 percent of their tax liability based on the number of calls a volunteer responded to or their training or participation in the functions of the organization. A study conducted by the Pennsylvania Fire and Emergency Services Institute in 2001 found that volunteer fire service companies yielded about $6 billion in avoided costs to local governments. ![]() Veterans, friends and family pledge allegiance to the flag during a Veterans Day program sponsored by the Young at Heart Club held at St. Elizabeth's Church in Pen Argyl Thursday. Innovative Twists to Favorite Sandwiches

(NewsUSA) - However you stack 'em or slice 'em, everyone loves a good sandwich -- especially when it incorporates healthy ingredients. Americans everywhere are looking for quick solutions on making healthy diet choices, and many will be happy to hear that this doesn't require a whole meal overhaul. In honor of National Sandwich Day on November 3rd, here are some fun twists on sandwich classics that can help you incorporate easy ingredients for guilt-proof lunch solutions.
* PB&J Quesadilla: PB&J's are an American favorite. To cut down on the high fat, calorie and sugar counts in typical peanut butter and jelly, sub in almond butter paired with fiber-full fresh strawberries and bananas. Wrap it all up in a whole wheat tortilla to cut carbs, throw it on a skillet and make your taste buds sizzle.
* Wild Turkey: According to a recent study, turkey takes the cake for America's most popular sandwich, but can sometimes get a bad rep if it's piled up with fatty toppings. For a healthy new take on the classic club, ditch the fattening mayonnaise and bacon and trade it with almond butter and apple slices instead. This healthy upgrade also lends some crunch and sweetness to your sandwich.
And remember: not all meats are created equal. Look for turkey that is lower in sodium and fat, without sacrificing flavor. Simply Delicious Slow Roasted Turkey Breast from Land O' Frost is a great option and certified by the American Heart Association's Heart-Check Food Certification Program, making it the perfect option for you and your family.
* Green Grilled Cheese: Get your daily dose of greens and dairy with this healthy spin on everyone's greasy, guilty pleasure. Pack your grilled cheese with avocado, spinach, pesto and parsley for a substantially more nutritious and flavorful sandwich. Better yet, substitute your go-to, boring deli cheese, with goat cheese, which is extra creamy and surprisingly low-cal. Feel free to experiment with any of your favorite veggies -- it's what's on the inside that counts, right?
Try out any of these creative transformations with your family, or use your imagination to invent a new, unique concoction of your own. For coupons and healthy recipe ideas for the whole family, visit www.landomoms.com.

Tax Law Changes Mean Refund Delays Will Affect Millions of Holiday Shoppers

(NewsUSA) - For many gift buyers, the tax refund is that extra paycheck that arrives just in time to pay off holiday bills.
However this year, new provisions under the PATH - Protecting Americans from Tax Hikes - Act will impact early tax season refund timing. For tax returns that include the Earned Income Tax Credit (EITC) and/or the Additional Child Tax Credit (ACTC), the IRS will issue your refund no earlier than February 15, 2017. Last year, over 26 million Americans received EITC, meaning this change could surprise many who typically plan to get their refund early in the year.
Jackson Hewitt Tax Service is responding with a way to help hardworking Americans bridge the gap and get access to money. Taxpayers may prequalify for an Express Refund Advance, a no fee, 0 percent APR loan offered by Metabank available when clients file their taxes with Jackson Hewitt.
Those interested should visit www.ExpressRefundAdvance.com, answer a few simple questions, and within minutes see if they prequalify for up to $1300. There's no credit check, and visitors may prequalify with a refund as low as $500.
"We are committed to helping our clients get early access to money," said David Prokupek, Jackson Hewitt CEO. "With expected refund delays this year Express Refund Advance is important for millions of hard-working Americans."
Starting December 15 when Jackson Hewitt offices begin to open, clients may get started using their last pay stub, and receive between $200 and $400. The loan is automatically repaid when clients receive their tax refund from the IRS. Jackson Hewitt kiosks located inside of more than 3,000 Walmart stores will also offer Express Refund Advance, and will open beginning December 27.
To learn more or to make an appointment with a tax pro, visit www.JacksonHewitt.com.
The Express Refund Advance is a tax-related refund loan provided by MetaBank; it is not the actual tax refund. Available for a limited time and in participating locations. The amount of the advance will be deducted from tax refunds and reduce the amount that is paid directly to the taxpayer. Tax returns may be filed electronically without applying for this loan. Availability is subject to satisfaction of identity verification, eligibility criteria, application, approval, underwriting standards, and other terms and conditions. Only $200-$400 is available with a paystub (or other acceptable pre-year-end income verification), and remaining amounts are available with a W-2 and upon filing tax return with the IRS. IRS delays may affect the delivery timing of loan proceeds. Disbursement rules apply. Funds loaded onto a card within an hour and direct deposit the next business day. Ask tax pro for details.
