Rep. Cartwright’s MEGABYTE Act to Become LawWashington, DC – U.S. Representative Matt Cartwright applauded the passage of the Making Electronic Government Accountable By Yielding Tangible Efficiencies (MEGABYTE) Act. Cartwright’s bill will now be sent to the president’s desk to be signed into law.
“I want to thank Senators Cassidy and Peters for their leadership in the Senate, and Representatives Hurd, Russell and Cummings in the House for ensuring that this important piece of legislation will become law,” said Rep. Cartwright. “The MEGABYTE Act is an important step to minimize wasteful software spending and to promote the efficient procurement of technology.” “Billions of taxpayer dollars could be saved if federal agencies kept track of what software they buy. It’s irresponsible they don’t do so already,” said Dr. Cassidy. “Tax dollars could be better used on our troops and our classrooms, not redundant software licenses.” The federal government spends more than $80 billion annually on information technology (IT). However, the federal government has not effectively managed this spending, prompting the Government Accountability Office (GAO) to identify IT acquisition as a high risk area in February 2015. GAO designates areas as high risk due to significant vulnerabilities to fraud, waste, abuse, and mismanagement. Over the last five years, there have been several IT management initiatives to focus agency efforts on creating inventories of IT assets, eliminating duplication, and effectively managing such assets. However, these initiatives have not made effective management of software licenses a priority. The purpose of the MEGABYTE Act is to improve software license management across the Federal Government to achieve tangible cost savings. The MEGABYTE Act requires federal agencies to establish a comprehensive inventory of 80 percent of software license spending; track and maintain software licenses in order to improve the agency’s software life cycle management; analyze software use; provide training to employees on software license management; and establish goals for agency software license management. GAO stated that the federal government has already achieved at least $250 million in savings as a result of effective software license management. For example, GAO reported one major agency saved approximately $181 million by consolidating its enterprise license agreements. In addition, another major agency report savings of approximately $33 million as a result of consolidating major IT contracts, including licenses. GAO stated that additional savings could result if agencies implemented GAO's recommendations. The MEGABYTE Act fills this policy gap and focus agencies on the management of software licensing, ensuring a comprehensive and sustained approach to implement leading practices in software management. Rep. Matt Cartwright represents Pennsylvania’s 17th Congressional District, which includes Schuylkill County and portions of Carbon, Lackawanna, Luzerne, Monroe, and Northampton Counties. Cartwright serves on the House Committee on Natural Resources and the House Committee on Oversight and Government Reform. ![]() Lillian Reeser (foreground) works with Maya and Shreya Ramautar on the Slate Industry Mural being produced by Totts Gap Art Institute on the side of a building in downtown Bangor on First Street between Market Street and Broadway. The BBC reports that the 91-year-old woman used a ballpoint pen to write on the work of art titled "Reading-work-piece" by avant garde artist Arthur Koepcke during a senior citizens tour to Nuremberg's Neues Museum.
T he crossword puzzle-themed piece of art from 1965 features the phrase "insert words" which the woman understood as instructions. "The lady told us she had taken the notes as an invitation to complete the crossword," a police spokesman told The Telegraph. Museum Director Eva Kraus said the work, which is worth an estimated $89,000, can be restored, and that the woman was reported for insurance reasons. "We do realize that the old lady didn't mean any harm," she said. "Nevertheless, as a state museum couldn't avoid making a criminal complaint. Also for insurance reasons we had to report the incident to the police." The museum stated that it would place a sign to distinguish the piece from other works of interactive art displayed throughout the museum. Kraus also said they would inform the woman that the private collector who presented the work of art to the museum was not offended by her mistake. "We will let the lady know that the collector took the damage to the work in good humor, so she doesn't have a sleepless night," Kraus said.
Pets...Solutions for Cat Lovers in Tight Quarters![]() (NewsUSA) - With more and more people moving to urban areas or just looking to minimize and simplify their lives, small-space living is on the rise. This trend toward scaling back is great news for cat lovers. But sharing your small home with a cat isn't without its challenges. Here's how to make sure you and your feline friend live in harmony when space is at a premium.
Give your cat a "territory." Cats are territorial animals, just like their counterparts in the wild. Domestic cats don't need acres of grassland, but they should have a special place in your small home. Let your cat pick his or her favorite spot -- it may be a windowsill, a high perch or a dark hiding spot -- and set up a comfortable bed or blanket. Intrusions into this space, whether from humans or other pets, should be kept to a minimum. Forget about "off-limits." In a small space, your cat will need a lot of freedom to explore. Don't expect furniture, tables or even kitchen counters to be off limits. Instead, keep food, breakables and anything else you don't want your cat to get into behind closed cabinet doors and let your cat roam free. Choose a cat litter made for tight quarters. The litter box can be the trickiest part of sharing a small home with a cat. You need a litter that delivers powerful odor control and makes it easy to keep the box clean. World's Best Cat Litterharnesses the concentrated power of corn for long-lasting performance and keeps odor under control even in the tightest spaces. As a bonus for apartment dwellers who dread trash trips, this all-natural litter alternative is also flushable* and septic-safe. Cats can be the perfect pets for people living in tight quarters. It just takes a little planning and compromise to keep everyone purring and content! *The State of California encourages the disposal of cat feces in trash and discourages flushing feces in toilets or disposing of them in drains.
Travel....New Tips for Road Trips![]() (NewsUSA) - Sponsored News - For many, summer is about freedom on the open road. It's a carefree time, focused on fun, family and adventures.
What it's usually not is a time to realize that more time on the road can mean a higher risk of an accident. In the U.S. alone, there are 10 million car accidents every year. This doesn't mean that your vacation can't be all fun and games -- it just takes some planning ahead. When preparing for a road trip, many people make sure their vehicle is up to date on its maintenance check-up and they may know how to change a tire -- but being prepared for a road trip is much more than that. Today's drivers must follow a few new tips for successful summer travel and consumer safety, according to Gold Class, which provides industry-recognized training to collision repair shop technicians that contributes to complete, safe and quality repairs. New Road Trip Preparation Tips Solid preparation can mean more successful road trips. Here are a few tips travelers should keep in mind, since the top contributors to vehicle collisions are distracted driving, speeding and drunk driving, and these risks only increase in summer due to more road traffic, construction and new teenage drivers. * Remember that distractions go beyond your phone. While much of today's in-vehicle technology is designed to help mitigate vehicle collisions, you have to know its limitations. Don't forget that the very technology helping keep you safe in your vehicle can also be a distraction: At any given moment, approximately 660,000 people are manipulating electronic devices or using cell phones while driving. Test technology features you don't typically use before you go, and learn how to best apply new vehicle technology at MyCarDoesWhat.org. * Don't just rely on technology. Be aware of dramatic speed shifts that might alert you to changing driving conditions ahead (such as a small town, school zone or dangerous curves). This is even more important when driving in unfamiliar terrain. While navigation systems, adaptive headlights that can "see" around curves and the latest curve speed warning technology can all help, reviewing a map in advance and paying attention to road signage and conditions along the way can be a big help. * If you're drinking, know ridesharing options. A drunk driving-related accident occurs every two minutes. Besides friends, consider ridesharing options like Uber and Lyft, which are available throughout the U.S. and even in places where public transportation isn't as popular. Simply download the apps and schedule your ride beforehand. * Make an educated decision: Getting into a car accident while traveling can introduce another layer of complexity. Having to make a rushed decision about where to repair your car only adds to a stressful situation. Do your research ahead of time on www.GoldClass.com to find shops that have technicians who have received updated, model- and automaker-specific training and the knowledge to properly fix your vehicle. You can find a Gold Class shop in two ways: 1. Identify shops along your route ahead of time. 2. Gain easy access to the Gold Class Locator by putting a bookmark on www.GoldClass.com -- but keep in mind that rural areas may not always have internet connectivity, so planning ahead is the safest way to travel. Be Ready! Don't play around with your safety: Add these tips from Gold Class to your summer travel preparation checklist to be an educated consumer for your peace of mind. Remember that technology has its place while you're driving, and that if you are involved in a collision, no matter where you are (home or away) the same principles to find a trained collision repair shop apply, go to: www.GoldClass.com.
