Restitution for Child Pornography Victims
U.S. Representative Matt Cartwright introduced the Amy, Vicky, and Andy Child Pornography Victim Assistance Act,which would provide an effective restitution process for child pornography victims. Companion legislation passed the Senate on January 23, 2018.
"Amy,” “Vicky,” and “Andy” are victims in some of the most widely-distributed child pornography series in the world. The Amy, Vicky, and Andy Actaddresses Paroline v. United States, a 2014 Supreme Court decision that made clear that current federal statute cannot provide meaningful restitution for most child pornography victims.
“Victims of these atrocious crimes deserve full protection and compensation,” said Rep. Cartwright. “It’s impossible to understand the psychological harm done by these types of crimes. That’s why we need to work together to strengthen these victims’ voices and help them rebuild their lives. This bill would establish a practical process that provides real and timely restitution.”
By shifting the legal burden from victims to perpetrators, the Amy, Vicky, and Andy Act would make the restitution standard more relevant to the unique harm caused by child pornography and more useful to victims who seek to achieve a measure of justice. This bill would also provide victims with the alternative of a one-time fixed compensation payment from the existing Crime Victims Fund. The Amy, Vicky, and Andy Act also requires appointment of a guardian ad litem for victims, and allows them to access the images depicting them, which can be important for victim identification, expert testimony, forensic review, and treatment.
This bill is supported by Amy, Vicky, and Andy personally, and is endorsed by the National Center for Victims of Crime, National Crime Victims Bar Association, National Crime Victims Law Institute, National Association of VOCA Assistance Administrators, RAINN, American Professional Society on the Abuse of Children, Academy on Violence and Abuse, Utah Crime Victims Legal Clinic, Utah Coalition against Pornography, Utah Coalition against Sexual Assault, CHILD USA, Children’s Justice Fund, Thorn, and DV LEAP.
The Problem of Harassing Phone Calls
The House has unanimously passed legislation that would increase penalties for those found guilty of caller identification spoofing.
House Bill 979 would make it a misdemeanor for any person to cause false caller identification information to be displayed on a recipient’s telephone, with the intent to harass or defraud the call recipient.
Spoofing occurs when individuals use technology to make it appear that a call is coming from a number or business other than that of the actual caller. Spoofing can be used to defraud, harass or induce call recipients into divulging sensitive or confidential information, especially senior citizens.

Galileo in Rome for Inquisition 1633
On this day in 1633, Italian philosopher, astronomer and mathematician Galileo Galilei arrives in Rometo face charges of heresy for advocating Copernican theory, which holds that the Earth revolves around the Sun. Galileo officially faced the Roman Inquisition in April of that same year and agreed to plead guilty in exchange for a lighter sentence. Put under house arrest indefinitely by Pope Urban VIII, Galileo spent the rest of his days at his villa in Arcetri, near Florence, before dying on January 8, 1642.
Galileo, the son of a musician, was born February 15, 1564, in Pisa, Italy. He entered the University of Pisa planning to study medicine, but shifted his focus to philosophy and mathematics. In 1589, he became a professor at Pisa for several years, during which time he demonstrated that the speed of a falling object is not proportional to its weight, as Aristotle had believed. According to some reports, Galileo conducted his research by dropping objects of different weights from the Leaning Tower of Pisa. From 1592 to 1630, Galileo was a math professor at the University of Padua, where he developed a telescope that enabled him to observe lunar mountains and craters, the four largest satellites of Jupiter and the phases of Jupiter. He also discovered that the Milky Way was made up of stars. Following the publication of his research in 1610, Galileo gained acclaim and was appointed court mathematician at Florence.
Galileo’s research led him to become an advocate of the work of the Polish astronomer Nicolaus Copernicus (1473-1573). However, the Copernican theory of a sun-centered solar system conflicted with the teachings of the powerful Roman Catholic Church, which essentially ruled Italy at the time. Church teachings contended that Earth, not the sun, was at the center of the universe. In 1633, Galileo was brought before the Roman Inquisition, a judicial system established by the papacy in 1542 to regulate church doctrine. This included the banning of books that conflicted with church teachings. The Roman Inquisition had its roots in the Inquisition of the Middle Ages, the purpose of which was to seek out and prosecute heretics, considered enemies of the state.

Harlem Wizards Basketball Game
The Bangor Area Middle School PTSO (Parent, Teacher, Student, Organization) is hosting its 1st Annual Harlem Wizards Basketball Game on April 7, 2018. While the PTSO is fairly new, we are running this fundraiser in hopes that we can raise enough money to assist the school with future purchases that are not in their budget such as: new library books, school supplies and equipment, funding field trips and assemblies, as well as assist with purchases for the school dances throughout the year. We wanted to take a new approach to fundraising and offer a family friendly event that would bring the community together for a great cause and promote wellness at the same time. We will have our own team consisting of teachers and staff from each school in the district as well as some High School players. Our team will be playing against the Harlem Wizards.
To purchase tickets online you can go to: https://www.harlemwizards.com/schedule-tickets/ Find the April calendar and click on April 7th, Bangor, PA. Any businesses interested in being a sponsor for this event can contact Debbie Smith, 610-751-7692 or Kim Gambale, 484-241-0441 or email: bamsptso@gmail.com
