Preschoolers Should Use Building Blocks

DCNR Fights Spotted Lantern Fly
As Pennsylvanians grow more aware of the seriousness of the ecological threat posed by the invasive Spotted Lanternfly, the Pennsylvania DCNR is taking some steps to help respond. DCNR’s Bureau of Forestry is serving in a supportive, collaborative fashion, leveraging resources and skills related to forestry work to help in the fight against this invasive pest. The Division of Forest Health within DCNR’s Bureau of Forestry routinely performs aerial surveys of Pennsylvania’s forests (PDF), checking for tree dieback, mortality, defoliation, and foliage discoloration. The Division of Forest Health used traditional aerial surveying methods to generate an Ailanthus (Tree of Heaven) map. Ailanthus, happens to be a preferred food and host in the life cycle of the Spotted Lanternfly. If we know the location of colonies of Tree of Heaven, then theoretically, we should be able to find colonies of Spotted Lanternfly and contain them – helping to reduce their impact. Tree of heaven has a distinctive look from the air. Female Ailanthus trees form heavy clusters of whitish seeds, highly visible from above, mostly concentrated at this time in southeastern Pennsylvania. A complete inventory will enable a swifter, more effective response if/when the Spotted Lanternfly arrives in counties to the north and west of this invasive insect’s range. Pennsylvania has 20 state forest districts. In what some scientists might deem a form of ecological poetic justice, a terrible invasive species -- Tree of Heaven -- may just contribute to the control of the Spotted Lanternfly. One thing is certain, DCNR’s Tree of Heaven map will be an important tool in the Pennsylvania Department of Agriculture’s strategy to deal with the growing specter of a rapidly expanding population of this invasive pest Preserving PA’s Agricultural Traditions
By Rep. Joe Emrick (R-Bangor) Supporting our state’s top industry was a focus this June, as the General Assembly passed a series of bills to help carry on our agriculture traditions for future generations and boost the struggling dairy industry. Pennsylvania is home to 6,650 dairy farms, which contribute $14.7 billion in economic revenue annually and support more than 52,000 jobs; however, the dairy industry as a whole is struggling, and farms are going out of business at an alarming pace. Act 38 of 2019 created the Dairy Investment Program to drive out financial support for strategic projects that will help stabilize and grow the industry. The program will have specific guidelines for evaluating and approving grant applications to ensure the funding is targeted to the most appropriate projects. This fiscal year, the program will receive $5 million in the state budget to issue grants to support the state’s dairy sector. This new law was one of several within the Growing PA Agriculture package. Other new laws will ensure a quick state-level response to threats to livestock or crops such as African swine fever and spotted lanternfly; establish a Pennsylvania Agricultural Business Development Center to help farmers create a business plan, transition plan or succession plan; enhance youth exposure to opportunities in the agriculture industry; boost enrollment in the veteran farmer Homegrown by Heroes program; provide specialty crop block grants; and more. The Pennsylvania Department of Transportation (PennDOT), Highway Safety Network, and other highway safety organizations, will hold a public safety event Friday August 23 at the Interstate 80 Welcome Center in Delaware Water Gap Borough, Monroe County.
The event will feature information booths centered on highway safety topics, including impaired/distracted driving, occupant protection, child passenger safety, bicycle/pedestrian travel, and mature driving. As a former legislative staff member and nearly five-term member of the Legislature, Rep. Marcia Hahn been on the front lines of the property tax debate. For that reason, she has been appointed to serve on the School Property Tax Working Group that met recently for the second time.
This is a very complex issue that in some ways is just the tip of the iceberg when it comes to funding education in Pennsylvania. We are looking not only at possibly reducing or even eliminating school property taxes, but also the cost drivers that impact any piece of legislation we would put forward and effect its sustainability for future generations. There are eight pieces of school property tax legislation that have been introduced in the House and Senate, including Hahn's House Bill 1200. The working group is evaluating the merits of each one of them. While the understood goal obviously is providing relief for taxpayers, their objective as an appointed group of legislators is to discover which bill or combination of bills has the best chance to garner 102 votes in the House, 26 Senate votes and the signature of the governor. Nothing gets done if a piece of legislation can’t accomplish that. Over the years, I’ve heard many constituents say they simply want school property taxes eliminated. Doing so would mean having to come up with a stable source of revenue that will generate more than $8.5 billion annually, and that figure increases each fiscal year. The ideal situation would be to find that funding source, in addition to a way to reduce the price tag for education. Accomplishing that would serve as even greater stewardship of taxpayer dollars. Marsy’s Law for Crime Victims’ Rights
by Jordyn Taylor Crime Victims’ Rights could soon become an amendment to the Pennsylvania State Constitution through Marsy’s law. Madison Scarfaro, the Field Director for Marsy’s Law for PA, and Jennifer Riley, the State Director for Marsy’s Law for PA, work to spread awareness of Marsy’s Law throughout the Slate Belt by tabling, speaking at events, networking, and using social media. They work with crime victims and survivors, advocates, law enforcement, district attorneys, and other supporters across Pennsylvania to see that the law is enacted in the Commonwealth. According to Scarfaro, Marsy’s Law is “a nationwide effort that is currently being worked on in Pennsylvania.” It is “working to take the statutory rights that crime victims’ currently have in Pennsylvania and elevate them to be included in the state Constitution.” Riley says, “under current Pennsylvania law, those who are accused of crimes have constitutionally protected rights, while the victims of crime do not. Marsy’s Law is working to change that. It aims to elevate the rights of crime victims to the state’s Constitution, which would ensure that victims have rights that are equal to the accused and convicted – including a right to privacy, a right to be notified of court proceedings, a right to be heard, and more.” Marsy’s Law has made much progress in the legislature over the past two years. Riley said that during the 2017-18 legislative session, that House Bill 276 for Marsy’s Law passed unanimously in both the State Senate and House. This was crucial to amend the state constitution. It must pass in two consecutive sessions before being placed on the ballot as a referendum for voter approval. The focus now is convincing voters to support the referendum. Both women, among others involved with Marsy’s Law, are supportive and engaged with their efforts to educate the community on the law’s importance. “I have always been interested and involved in politics, coming from a family who was as well,” said Scarfaro. “When I was told about the position becoming available for Marsy’s Law for PA, I instantly knew that this would be the perfect job for me. With this, I am very passionate about ensuring that victims of crime are treated with the dignity and respect that they deserve. Marsy’s Law is working to make sure that this happens, and I am honored to work for such a great effort.” Anyone can get involved such as signing the petition online (or at an event in person), signing an endorsement form, getting the word out, becoming a community ambassador, and inviting Marsy’s Law to local events. Bangor Lodge #1106 of the Benevolent and Protective Order of Elks is pleased to announce the 2019 edition of the Bangor Elks Halloween Parade in the Borough of Bangor. The parade is scheduled to take place Thursday October 17, 2019 at 7:00 PM with no rain date. The parade theme for 2019 will be “A Mardi Gras Halloween”. Are you interested in learning more about quilting or joining monthly with others who have a common interest in quilting? If yes, consider membership in the Heart In Hand Quilt Guild. Monthly meetings, programs and workshops help members to learn new skills, encourage each other, and meet with others interested in quilting. Members also make community service items for mastectomy patients at local hospitals. The Pennsylvania Game Commission is asking for the public’s help to track the state’s growing bald eagle population. After reaching a low of just three nesting bald eagle pairs in the Commonwealth in the early 1980s, officials now estimate there are more than 300 nesting pairs here.
While bald eagles are no longer listed as a threatened species in Pennsylvania, they are still protected by the U.S. Bald and Golden Eagle Protection Act, which prohibits taking of the birds, nests or eggs. Property Tax/Rent Rebate program Older adults and Pennsylvanians with disabilities have until December 31 to apply for the state’s Property Tax/Rent Rebate program. The original deadline was June 30. The program benefits people age 65 or older, widows and widowers age 50 or older, and the disabled 18 or older. The income limit is $35,000 a year for homeowners and $15,000 for renters, and half of Social Security income excluded. The maximum standard rebate is $650. Supplemental rebates for certain qualifying homeowners boosts rebates to $975. After June 30, rebates will be distributed as claims are received and processed. FCC Battle Robocalls, Spoofing 
Recognizing the frustration and potential danger posed by spam calls and spoofing, the Federal Communications Commission (FCC) announced new rules this week that will ban malicious caller ID spoofing of text messages and foreign calls. The rules are designed to close a loophole in existing law that prevented the agency from pursuing scammers sending spoofed text messages and international bad actors making spoofed calls to Americans.
Earlier this summer, the FCC approved rules that could make it easier for AT&T, Verizon and other telecom giants to block suspected spam calls on behalf of their subscribers. It allows the companies to enroll consumers in their call-blocking services by default, as opposed to waiting for customers to sign up for such tools on their own. While these changes are important steps in the fight against robocalls and spoofing, no one expects they will result in their elimination. Protect yourself by using some of the following tips provided by the FCC: don’t answer calls from unknown numbers; due to spoofing, don’t assume when the caller ID shows a local number that the caller is actually local; if you answer and the caller asks you to press a button to stop receiving calls or asks you to say “yes” in response to a question, hang up to prevent your response from being used for unauthorized charges; and if a caller claims to be from a legitimate company or organization, hang up and call them back using a valid number found online or a recent bill if you do business with the organization. If you have lost money because of a scam call, notify your local law enforcement agency. If you receive a spam call, file a complaint with the FCC Consumer Complaint Center.

Celtic Poetry Contest
BETHLEHEM, Pennsylvania, August 14, 2019 — Celebrating the creativity, heritage, and traditions of the seven Celtic nations, Celtic Cultural Alliance announces the annual Celtic Poetry Contest for writers of all ages. Original works for the poems should reflect the Celtic culture, arts, history or literature. Personal anecdotes of family memories or travelling experiences are also encouraged.
Poems must be original in any style or length with one author. The three brackets are: 3rd through 6th grades, 7th through 12th grades, and adult. The entries must be neatly written or typed. The top poets in each category will be given a certificate and small prize and will be invited to read their poems on the stage at Celtic Heritage Hollow on September 30, 2019. October 17 Bangor Halloween Parade Bangor Lodge #1106 of the Benevolent and Protective Order of Elks is pleased to announce the 2019 edition of the Bangor Elks Halloween Parade in the Borough of Bangor. The parade is scheduled to take place Thursday October 17, 2019 at 7:00 PM with no rain date. The parade theme for 2019 will be “A Mardi Gras Halloween.” Individuals and groups wishing to participate in the parade can sign up online for free at https://forms.gle/XLfNWpgjPKyHK1hG9 or by visiting the lodge home page and clicking on the parade link. It is necessary to include an email address for registration for further communications and on the parade. Registration will be available until October 10, 2019. Businesses Getting involved in Downtown Bangor, You can too

The Historic Bangor Business Association (HBBA) is an organization devoted to attracting more people to shop in downtown Bangor. According to their website, https://www.hbbapa.org/, their mission is to “promote the great pride in our Culture and History while exposing visitors to our historical landmarks, extraordinary shops and eateries, thriving arts and cultural events, and vibrant festivals.” Each business involved in the HBBA, including Dinky’s Ice Cream Parlor and Grace on Broadway, is very involved in the community. They all live up to the mission statement, expressing the joy of working for the town, and wanting more involvement, both within their own businesses and the community overall. Heather Marzigliano owner of Grace on Broadway, specifically hopes for more people to shop locally. “For a lot of the businesses downtown, we need more local involvement,” she says. “If they want us here for the long term, and if they want downtown Bangor to continue to thrive and turn around, we really need their support.” Jill Matthews, aka Mrs. Dinky, agrees saying, “We need more people to come to downtown daily or even weekly to support the local businesses,” in addition to attending events that businesses put on. Marzigliano opened Grace on Broadway, named after her grandmother, almost three years ago. She is a brand ambassador for DIY brands and a board member for Slate Belt Chamber of Commerce. “I wanted to bring a unique place where people could get gifts and unique stuff that someone might find at Walmart or Target,” she says . “I wanted them to have a place where they could find home decor or little gifts and really help bring people into shopping downtown instead of going 15-20 minutes to other stores.” She now has three locations, including booths in Easton and Belvidere, and an online presence and is very involved in the community. Dinky’s Ice Cream Parlor opened seven and a half years ago in Bangor and has only expanded over time. The parlor started out with just homemade ice cream, homemade chili, and hot dogs, but has since expanded their menu which now includes the Quarry Bucket Ice Cream Challenge, named after the different Slate Quarries in the area, and new ice cream creations. They spread awareness of their business by using social media, creating small commercials, and even writing a Dinky’s jingle that can be found on Facebook. They are in the process of opening a second location in Bethlehem which they hope will be open to the public in October. Matthews has been co-president of the HBBA for three years. |
As members of the HBBA, both businesses, among others, are supportive of the community in many ways. Some of the duties of the members and executive members of the association include creating agendas for their monthly meetings, running the meetings, meeting with other board members when necessary, walking around to the different businesses to keep them updated on events in downtown, and making sure event coordinators have the support they need. “We all work well together while running our own businesses and helping others succeed,” says Matthews.
The HBBA plans to keep their 3 major events going every year. The Car Show, The Artisan Market (coming up in September), and Chili/Music fest, are large crowd pleasers in addition to other smaller events. “As an association, we want to grow and have more people in the association and helping us with these wonderful events,” says Matthews. “There are some obstacles and one is that people associate Bangor with bad news. IT IS NOT. It is a great town with business owners trying to build their businesses and change the view on how people see Bangor. Honestly, people have to come to Bangor to check it out to see how much it has changed.” “We all want to see the town succeed, both for our businesses and personally, and we’re all invested, we’re all close, and there's nothing I want to see more than to see the town thrive. It’s only better for everyone that way,” says Marzigliano. “To do so, and to support the local business in Bangor, please attend events, shop downtown, and eat in the area."
